 When Brazil, together with the Brazilian industry decides to develop high technology (civil or military), it must be borne in mind that failures are part of the process.

In this edition Vice-Admiral Elcio de Sá Freitas shows how in all high-tech development there is a failure rate, which can be financial or tragic. A country that seeks
by the National Sovereignty it must absorb experiences with the failures and continue on the path of the development of its Industrial Defense Base.
